in the city and county of san francisco. the city and county of san francisco continues to assess me for what i qualify for. and i have never been assessed for what i need. i have been a human ping-pong ball going between the myriad of sf agencies for what i need. i have the managers tell me my needs do not fall in the scope of practice. it means the city of san francisco finally narrows what they can do that their hands are tied. skipping over most of this to the end, these no parking signs are permission for the sf p.d. and sf mta to bully us and they deprive the people of the right to sleep. did you know that depriving human beings of the right to sleep is a common tactic used for terrorism. i think this is immoral for people who are law abiding citizens. please discontinue the no parking signs. >> ted, take it. my apologies. >> i support to increase the areas for restricting parking to these large vehicles. there is nothing in the law passed when homelessness was not the issue that gives dispensation to people just because of their so-called housing status. so, when you live outside the l

't pay for that room. the city is paying for that room but the individual commits to participating 2-3 times a week in case management. this is a similar situation that we would be working with someone and they would agree we would pay the storage so they are not giving up this property that they may decide is a period of time form of housing for them down the road. we would store it which is about $150 a month for a vehicle . we are looking at 4-5 vehicles but now that we have dedicated $7,000 for this purpose. we are going to be flexible as people have needs, but the commitment is they participate in case management leading to permanent housing. >> my question is how long do they engage in case management. when you are in services, there is a termination period, right? >> there is variations. if you go into a room and they shut that room and they don't meet with that person, that is a person that is not going to be successful in the program. i think we are going to be successful and open-ended. i often find that rules are not going to work. as long as the person is working on goals

francisco. temperatures are already plummeting around the bay. san francisco is the only city safe from below freezing temperatures tonight. in the east bay temperatures had already dropped well below 40 degrees earlier this evening. they will go even lower as the night continues. we have team coverage on the cold snap. we begin with spencer christian with a look at how low the temperatures are going to drop overnight. spencer? >> all right. it is possible we will see temperatures certainly down near the 20-degree mark and possibly below 20 in a couple spots. the temperatures are dropping rapidly, and this is the area covered by our freeze warning for the next two nights. virtually the entire bay area except the city of san francisco. sub freezing temperatures and temperatures down into the 20s. we will see the possibility of exposed pipes bursting in this kind of exposure and this kind of cold. as an increased risk of hypothermia. looking toward the bay bridge our prediction for the next two to three mannings -- mornings we will have two mornings in the deep freeze with low 20s the nex
